Community Development Block Grant Program

Community Development Block Grant Program

Preparations for federal fiscal year (FFY) 2025 Community Development Block Grant (CDBG) program funding are underway. SEDA-COG, in consultation with the Mifflin County Planning and Development Department, is accepting Project Summary Forms for proposed community development projects to be funded by Mifflin County’s FFY 2025 CDBG Program.

Project Summary Forms must be submitted to Carol Kearney High, Project Coordinator, at SEDA-COG, 201 Furnace Road, Lewisburg, PA 17837, or to Carol Kearney High at CKHigh@seda-cog.org. The Project Summary Form may be accessed by clicking on the link to the right on this webpage. A hard copy can be requested by contacting SEDA-COG (contact information below). The first public hearing and workshop for Mifflin County’s FFY 2025 CDBG Program will be held at 6:00 p.m. on Thurs., May 1, 2025, at the Mifflin County Courthouse, 20 North Wayne Street, Lewistown, PA 17044.

In accordance with section 24 CFR 570.201 of the US Code of Federal Regulations, only eligible and fundable activities will be considered for funding. SEDA-COG will assist Mifflin County with determining project eligibility. Projects may qualify based on US Census data or based on a specific income survey for the project’s benefit area. Projects that serve an area that contains at least (51%) low to moderate income individuals can qualify. Certain populations are presumed to be principally low and moderate income persons. Projects that benefit this type of population exclusively can qualify without income surveys.

Questions about the Mifflin County CDBG program or about the FFY 2025 CDBG application process should be directed to:
